Okay here's the best I can get. No way this is post mint damage, however I cannot find this error annotated anywhere

To the best of my knowlege they never produced a wheat penny with a 9 over 7 variety. In my honest opinion I believe you have a small planchet error that just gives it the appearance of a 9 over 7. I wouldn't spend the money to get it slabbed personally even with that minute of an error it would not make much of an increase in value.
