Man, you dug a badge that is in great shape. Bastian Bros. is the hallmark, out of New York. Because it is not deteriorated, I am thinking a nickle alloy or "German Silver," a common, affordable metal used to make law, fire, and chauffeur badges during the first half of the 1900's. As for "who" it was issued to, the Virginia state archives may be able to help. Sub 8-)

Start with the State Historian's office, or the Motor Vehicle Department's record bureau. The records - if they have them, will be on micro-fiche or bound hand ledgers. Take EXTRA care when trying to contact family members. Believe me, some of the relatives get really upset you are bringing up a dead family member and something that belonged to them, I know, not normal but it happens! That specimen is worth a some real dollars. Have it appraised.

Very nice specimen you have! It retaining it's pin is impressive.

My take on it's use when researching a badge from my state was that "chauffeur" meant any licensed driver.
Having a badge was the current equivalent of today's drivers license to present to an authority to prove you are legal.

Back in the day only the very wealthy could afford the first automobiles, and they generally employed chauffeurs rather than driving themselves. HH
