1916 Dime and the unknown

I was able to get out for a few hours today and found lots of brass, small cast iron oven door, etc. I was elated to find the 1916 Merc, but as luck would have it, no mint mark and it looks like someone drilled a partial hole through the "E" on Liberty.

Ok... The one piece I have no idea about. It's a couple of inches long and it had a piece that over the top when I pulled it out, but I broke it trying to wipe the dirt away. It has this shield with a star in the top left corner and a flame (??) above it. Maybe it was a hang tag or something of the sort. Any ideas ??

Even if it had a mint mark, its so worn ya can never tell, nice find..

Nice save on that old merc, that UFO looks almost like a pistol grip. If you could take just the image of the shield and flame and Google image search it, maybe you might find what it is.
 

Congrsts in the dime. The leather thing. Maybe a badge holder of some sort for law enforcement? Just a guess

Nice, well worn Mercury dime. All the older mercury dimes I find seem to have a lot of wear also. I found a 1918 this week and a Barber dime that is worn very thin.
