This is a German silver coin. These Deutschmarks are not in circulation anymore so this coin is worth a little over melt value.
 

In general, most of the German Empire coins higher than 1 Mark have at least some premium over silver, (most on eBay have sold for 20-30 so you did well in getting it for $19) and there are some ultra-rare coins issued. However, it is a very complex series and I don't really know of a good English language reference to German coins the way the Red Book is for US coins and Spink is used for British coins.
 

Personally, I would NOT invest in a foreign coin book; I believe one can receive the same information (and more current information--like value trend) by a relatively simple online search--as 'vpnavy', Generic Lad' and I just did above to assist you.

The book lists it at $18 in VF. I have a foreign coin book, don't invest in it unless you are planning to collect foreign or have a lot of inherited foreign.
