1867 BADGE SHIELD HELP!!

I was sifting an old bottle dump and found this badge/ shield. I used paint to draw the words. Any ideas what is it for? N.E CORG & POPLA shield?

Under the serial number is an address: N.E. Cor. G & Poplar. That is, northeast corner of G and Poplar -- might be a 6 -- 6th & Poplar. Strange to have an address on a badge.
