It doesn't appear to be military. The date is hand stitched where the border around it was sewn with a machine. Wich leads me to believe that it was not mass produced. Could you post close ups of the ornate front of the belt. And the brass button on the back. Both sides.

Do you have any provenience or a background history behind this piece hogge? :icon_scratch:
Without being able to physically inspect this piece, my first impression is it's either Spanish, Portuguese or Italian in origin.
Possibly a sword belt.

All of the attachments/accessories may very well be silver, my best guess date wise would be late-17thc.
