1851 III Cent Mint Error?

I dug this 1851 III Cent Piece today (one of three dug at the field we were working!). When I examined it, there appears to be a "1 over 1" mint error. I cannot find any such error listed for 1851 III Cent pieces.

Can someone explain what this is and is it a previously unknown mint error?

It is not really an error, but it is a known variety. It is listed in Breen as a repunched 1.

Any idea of the rarity ?
 

Breen does not mention the rarity, usually means it is common but can't say for sure.
