The writing is a cyrillic script but not the kind I'm used to. I think if you could get higher res photos of the first side I might be able to figure out what it is.

I have a hunch it relates to the 1891 Russia-Moscow French exposition or the trans-siberian railway (began construction in 1891 I believe) but I can barely read it so idk.
