1831 Middle East coin?

An older friend of mine said he found this coin in a house behind sheet rock. Cool coin I just have no clue?

The writing is a cyrillic script but not the kind I'm used to. I think if you could get higher res photos of the first side I might be able to figure out what it is.

I have a hunch it relates to the 1891 Russia-Moscow French exposition or the trans-siberian railway (began construction in 1891 I believe) but I can barely read it so idk.

WTG Don! I guess I was right on both of my guesses! I know a little Russian but the pre reform stuff trips me up.
