Most likley a love token from a bracelet
Closest H & W I found is not even close....

A beautiful love token :icon_thumleft: Wonderful find!

It definitely has value above the silver melt. There is a whole section on eBay in the coins/exonumia category devoted to Love Tokens. The two holes might lower the desirability a little - it was made to be linked into a bracelet and I don't think they are as popular that way now as with one hole where they can be used on a charm bracelet or necklace. But it is in nice condition. Maybe $10 -$20? What size is it?

They were engraved by hand usually by a professional engraver. These were often given to young ladies as "tokens of love" by suitors, seems to have originated as a practice in Great Britain in the early 1800's, and migrated to the United States in the mid- to late-1800's. They were popular until Valentine cards took over.
