1800s homestead 2 whatsits a bullet and a thingy what are they

Hunting a 1800's homestead today and we found 2 bullets . One was a little torn up so I will post a photo of the one that isn't. I know I have seen them before but cant ID the dang thing. Can someone tell me the type and age? Also found what I thought was part of the bottom of a cane but I think im wrong. I took the best pictures I could of it after I cleaned it up. If you guys and gals can help me which you always do thank you!! HH

The bullet is early 1890's to present, its a rifle bullet, too long to be a pistol bullet. .30 caliber maybe?

The other item looks familiar, I'm picturing a spring in the center, push it down, turn and the tabs lock it in place?
