1800s home and beach finds

Pics are not that great but what I found was a 69 johnny Lightning, Tablespoon (1940s), either a screw post cuff link or earring, the Drama watch fob with submarine on it, 53 cents Clad and the Dog Tag , which is actually a Neptune Society tag from Santa Barbara, this was found on a beach we earlier hit, Appartaly when someone has there remains scattered at sea the tag goes inside the urn, Kinda creepy but interesting.

What is the round thing with concentric rings? If it is some sort of compact lid I dug one just like that a year or two ago.

It is aluminum. or old steel, it actually has a 6 point star in the center then has tiny stars all around it, I think it was the end of an old flashlight, you can tell by looking at the other side where the spring would have gone.
