Yes it is , Die State IV at least. "Crack develops from the rim between AT, At first this is only microscopic. Later it becomes plain, eventually reaching the wreath."

Your coin does reach the wreath and is a very late die state IV, a Die State V would have the First crack being a heavy break joing the tops of CE in CENT, I see it to C, but cant see it going to the E in the photo.

Can't give a value , but recommend you join Heritage Auction website,(Free) sign in and then type in 1794 Large Cent S-41, and most likely will have to go to Auction Archives. Bear in mind when looking at others, the condition of whether it is porous, corroded, damaged, since a similar coin without any of that goes for more at auction.
