I don't know for sure, but it looks like a cape or robe button with the two hooks.
Saw some in a museum in DC years ago.

Nice find....But I am pretty sure its a rosette....looks like the cross piece broke off and the hook parts are whats left.....
A cloak/ robe button wouldnt have hooks on the reverse.They were usually a pin type button for the cloaks orfrog and toggle .
