Maybe they were sewed on the top of a curtain , then slid on a curtain rod ?

my first glance thought was a ring sizing tool used by jewelers but these all seem to be the same size so I have to go with curtain rod loops

I have got dozens of those things. You know, as a guy, when you go to a yard sale, and you see like a thousand different nut and bolts and screws all in a homemade organizer that they are selling for 5 bucks? Well I am the guy who buys those. Too small to be a horse bridle, IMO.... more like upholstery hooks, or something like that.

Yes, I agree with Mojjax, they are curtain rod rings or shower curtain rings for the claw foot type tubs.

I'm having trouble thinking they are shower curtain hooks as it seems the hook and loops are on opposite planes. If the larger loop slides on a rod or rail it seems the other end would be twisting the curtain?

Also, the inner diameter of the hole is only dime-sized. Seems small for a curtain/shower rod?

I didn't realize the inside diameter was that small. In that case, they are probably Cafe curtain rod holders. Even today, you can buy Cafe curtain hardware (rods & rings) with a diameter as small as 1/2 inch. You said the diameter was the size of a dime, which is approximately 3/4 of an inch. Below are a few pages showing Cafe size hardware.
