Two thoughts on the story?

Possible mint administration error in the counting procedure of 2000 per box? Or deliberate act by a mint worker slowly embezzling coin shipments by short changing each box 6 coins per box in one 250 box shipment or
cumulatively over a longer period of time and many 250 box shipments per day?
