$1.00 box lot find

At an auction Friday night I purchased 2 boxes for $1.00, the second was added after no one bid on the first by itself. The 2nd box had about 20 new 8 tracks still wrapped and store stickers on them for $1.49 each and that is what I wanted however the 1st box tagged along with it. In it I found a bag on the very botttom with the pictured aviation impact activator beacon in it. Does anyone know about these? I saw a new one on website for about $700, same model, brand, everything. Is a used one sellable/usable? legal to have? worth much? can I test it or SHOULD I test it? who should I bring it to?
