Please tell me more about this hollow barrel key. The only marks appear to be a “12” and a small “4” at 3 o’clock, and perhaps a larger “4” at 6 o’clock, all on the same side.

My son found this small lock recently.
It say's "TUMBLER" on the face. It also has 2 Stars on the face.
On the cover, there is clearly a Crown and "VR" on it.
I have found other locks on the web with VR on it but they don't have "Tumbler" on it and I could not find any info on the maker...
