game pieces

I found these at the local (Southwest BC, Canada) beach and was wondering if anyone could give some insight into what they are, and what language is on the one side. They are made of some type of metal, about the same weight as a coin (maybe a bit heavier). All 3 were found at the same time...

Any idea on these pieces? Game? Toys? These are either before my time or after but they are made of wood, unlike the junky toys made today. Not sure what the figures are but could they have had parachutes attached? There were a few of each color in the bag I purchased at a sale for $1.50...
