civilian buttons

Found this civilian flat button today. No markings. Any information about it that you guy's can share would be appreciated.

When this popped out of the ground I was certain I had a CW coat button. Anyhow, it has a couple holes in the back that appear manufactured. Are they air holes? Unfortunately, no decoration or makers mark so am pretty sure it is civilian. This my first such strange 2-piece non-military...
